County associations were suffering an insurance crisis in the 1980’s and experienced cost-prohibitive pricing in the private market, and in some cases, cancellation of policies and rejection of coverage entirely.

In response, these associations started their own insurance companies, referred to as “pools.” They were having similar issues with their reinsurance needs; experiencing inflexibility, pricing fluctuations, and policy cancellations. This created the impetus for the creation of County Reinsurance, Limited in 1997.
