About CRL
County Reinsurance, Limited was formed and created based upon a specific need that was not being met by the private insurance marketplace.
CRL was designed to specifically meet the needs of county risk pools. We were established in 1997 with 5 states and 8 members. We have since grown to 18 states with 27 members and we’re celebrating our 20 year anniversary in 2017.
Meet the Team
Philip E. Bell
Phil is the Executive Director of CRL, a position he has held since October of 2000. Phil’s prior experience includes work with a national broker, and a stint as a Risk Manager for Forsyth County, NC. He is a former Director, Vice President, and President of the North Carolina Public Risk Management Association (PRIMA), and has been a speaker at numerous regional and national conferences.
Phil received his BS and MA degrees from East Carolina University, and an MPA from UNC-Chapel Hill. He holds the CPCU, ARM, and ARe designations. Phil served several years in the US Army as an Intelligence Analyst and Russian Linguist, and he believes this training was helpful for his transition to the insurance industry because insurance is like a foreign language.
Pamela P. Frassineti
Pam is the Marketing and Member Services Manager for CRL and has been with the company since 2016. Her prior experience includes serving in a variety of roles to include Vice President of Sales, Director of Sales, and Account Executive for companies ranging in size from small to Fortune 100, most recently to include Xerox’s Workers’ Compensation division. Her previous employers included a national managed care/TPA, a regional multi-line TPA (offering workers’ compensation, property, liability, longshore, and defense base act services), a risk management software company, and a nationally recognized physical rehabilitation company offering inpatient, surgery and integrated worksite services.
Pam received her Master of Education from the University of North Carolina at Charlotte and her undergraduate degree from the University of North Carolina at Wilmington. She holds her Property and Casualty Insurance Agent’s license, her CPCU and her ARe designation. She has served on the board of the Western North Carolina Health and Safety School and has been active in the local and national associations of the Risk Insurance Management Society (RIMS); Public Risk Insurance Management Association (PRIMA), the State Risk Insurance Management Association (STRIMA); the Association of Government Risk Insurance Pools (AGRiP), National Association of Counties (NACo) and National Council of County Association Executives (NCCAE).
Brent M. Wells
Brent is the Director of Operations and Underwriting Manager with CRL and has been with the company since 2008. He is responsible for the financial and underwriting activities at CRL, including pricing, data analysis, policy reviews, and certificate issuance, as well as quarterly reporting and ad-hoc analysis projects. Prior to CRL, Brent worked as a Quality Analyst, Catastrophe Adjuster, and Property Adjuster with Farmers Insurance.
Brent received his Bachelor of Science degree in Business Administration from Appalachian State University. He majored in Risk Management and Insurance as well as Finance and Banking. He also received his MBA from the University of North Carolina at Greensboro. He holds the CPCU, ARM, and ARe designations.
David Saunders
David is the Reinsurance Analyst with CRL and has been with the company since 2023. He is responsible for underwriting activities including pricing, underwriting, and ad-hoc analyses. He has significant experience in data management, information technology, education, and public sector human services, which included public housing and children services.
He has his undergraduate degree in Sociology, a degree in computer Information Technology, and an MBA. He is in the process of completing a degree in Accounting.
Frank K. Peterson
Frank joined the company in 2007 and is the Regional Claims Manager. He began his insurance career with Crawford & Company in Charlotte, North Carolina, handling multi-state commercial casualty claims for various clients. Subsequently, Frank joined MetLife Auto & Home Insurance, adjusting multi-state auto bodily injury claims. For the following nine years, Frank adjusted commercial workers’ compensation, liability, auto, property, professional liability and general liability claims for The Cincinnati Insurance Companies.
Frank received his Bachelor of Arts degree in Political Science from Newberry College. He is also a licensed Property and Casualty Claims Adjuster in the state of North Carolina. He holds the CPCU, AIC, and ARe designations.
Barrett A. Evans
Barrett has been with CRL since 2011 as a Regional Claims Manager. He started his adjusting career at Integon Insurance and has also worked at Insurance House as a senior adjuster, litigation manager, and regional claims manager.
Barrett received his BA from Davidson College and also has a master’s degree in counseling. His insurance designations include CPCU, AIC, ARe and his SCLA. He is a licensed adjuster in the state of North Carolina.
